Dr. Ramesh C. Gaur is presently Dean and Director (Library & Information) & Head – Kala NidhiDivision at Indira Gandhi National Centre for the Arts (IGNCA), New Delhi, Ministry of Culture, Government of India.  At IGNCA Dr. Gaur also headed its Kala Kosha Division October 2009-December 2010, and was Director of its National Mission for Manuscripts, April 2009-September 2009. October 2011-January 2018 he was University Librarian, Jawaharlal Nehru University (JNU), New Delhi. Other past assignments include: Tata Institute of Fundamental Research, CRRI-CSIR, Management Development Institute, and IMT Ghaziabad.

Dr. Gaur was first introduced to ETDs in 2003 at Virginia Tech as a Fulbright Scholar. He joined the NDLTD Board of Directors in 2013, and has served since 2015 as chair of its Conference Committee and member of its Executive Committee, Communication Committee, and Union Catalogue Working Group. He was chair of ETD 2015, at Jawaharlal Nehru University, New Delhi, and organized various other conferences.

Dr. Gaur was a member of the Draft Regulations Committee for ETDs of University Grant, Commission (UGC), India (2005-06), and later a member of INFLIBNET National Implementation Committee on e-Theses. He was one of the key members of UGC Committee which drafted the recently notified UGC Plagiarism Regulations 2018.

Dr. Gaur has visited Australia, Bangladesh, Cambodia, China, France, Germany, Hong Kong, Indonesia, Iran, Japan, Malaysia, Netherlands, Russia, Singapore, South Korea, Sri Lanka, Taiwan, Thailand, USA, and UK, regarding digital libraries, etc.Honors & Awards:  IASLIC- S M Ganguly Best Librarian award 2007, Satkal Young Librarian award 2009, SRFLIS India Professional Excellence Award 2013, Professional Excellence Award 2015 by ADR Publications, NCPEDP-Mphasis Universal Design Award 2017, Turnitin Global Innovation Awards 2017.

Dr. Gaur is the first Indian member of the International Advisory Committee UNESCO Memory of the World (MoW) Programme and a member of UNESCO International Centre for Documentary Heritage (ICDH). He is on the National Coordinator Experts’ Group on MoW Programme in India and a member of the Think Tank on Library and Information Services formed by India’s Ministry of Culture. Affiliations include: member Governing Council-INFLIBNET; member International Consultative Committee on Digital Dunhuang, China; and a member of various International Federations of Library Associations (IFLA) and India university committees.

Dr. Gaur has been guest editor or member of numerous editorial/advisory boards.  He authored/edited 6 books, wrote over 55 articles/papers, and presented over 400 talks.
